The amount authorized to be transferred from the appropriation granted under this head in the Supplemental Appropriation Act, 1951, to the appropriation "Operating expenses", for the reactivation of industrial plants, is increased from "$14,000,000" to "$26,000,000". EMERGENCY OPERATING EXPENSES

Appropriations granted under this head for the fiscal year 1951 shall be available for emergency alterations and improvements to public buildings under the control of the General Services Administration.
