1916 (39 Stat. 643), and the provisions of law contained in 10 U.S.C. 1184^1185 and 32 U.S.C. 181-186, including travel of rifle teams, military personnel, and individuals attending regional, national, and international competitions, and not to exceed $18,000 for incidental expenses of the National Board, $100,000: Provided, That travel expenses of civilian members of the National Board shall be paid in accordance with the Standardized Government Travel Regulations, as amended.

ALASKA COMMUNICATION SYSTEM OPERATION A N D MAINTENANCE
For expenses necessary for the operation, maintenance, and improvement of the Alaska Communication System, including purchase (not to exceed one) and hire of passenger motor vehicles, $4,700,000, to remain available until the close of the fiscal year 1954, andj in addition, not to exceed 15 per centum of the current fiscal year receipts of the Alaska Communication System may be merged with and used for the purposes of this appropriation. For additional working capital for the Army Stock Fund, established pursuant to section 405 of the National Security Act, as amended (5 U.S.C. 172), $70,000,000: Provided, That stocks procured with funds appropriated for clothing and equipage during fiscal year 1952 may be transferred to said fund.
