For necessary expenses, including payment of fees or dues for the use of law libraries by attorneys in the field service, $2,300,000, together with such amounts from other appropriations or authorizations as are provided in the schedules in the budget for the current fiscal year for such expenses which several amounts not exceeding a total of $318,000 shall be transferred to and made a part of this appropriation. FOREIGN AGRICULTURAL SERVICE

For necessary expenses for the Foreign Agricultural Service and for enabling the Secretary to coordinate and integrate activities of the Department in connection with foreign agricultural work, $673,000. OFFICE OF INFORMATION

For necessary expenses of the Office of Information for the dissemination of agricultural information and the coordination of informational work and programs authorized by Congress in the Department, $1,160,000, together with such amounts from other appropriations or authorizations as are provided in the schedules in the budget for the current fiscal year for such expenses, which several amounts "not exceeding a total of $16,014 shall be transferred to and made a part of this appropriation, of which total appropriation not to exceed S560,000 may be used for farmers' bulletins, which shall be adapted to the interests of the people of the different sections of the country, an equal proportion of four-fifths of which shall be delivered to or sent out under the addressed franks furnished by the Senators, Representatives, and Delegates in Congress, as they shall direct (7 34 Stat. 690.
