For necessary expenses of operation and maintenance of the Bonneville transmission system and of marketing electric power and energy, $6,004,000. ADMINISTRATIVE PROVISIONS

Restriction.

Appropriations of the Bonneville Power Administration shall be available to carry out all the duties imposed upon the Administrator pursuant to law. Appropriations made herein to the Bonneville Power Administration shall be available in one fund, except that the appropriation herein made for operation and maintenance shall be available only for the service of the current fiscal year. ^ Q ^ ^Q excccd 12 per centum of the appropriation for construction herein made for the Bonneville Power Administration shall be available for construction work by force account or on a hired-labor basis, except in case of emergencies, local in character, so declared by the Bonneville Power Administrator.
