For expenses necessary for basic and applied scientific research and development, by contract or otherwise, and transportation of things, $440,000,000, to remain available until expended. RESERVE PERSONNEL REQUIREMENTS

For pay, allowances, clothing, subsistence, and travel for personnel of the Air Force Reserve and the Air Reserve Officers' Training Corps, while on active duty undergoing reserve training or while performing drills or equivalent duty, or undergoing training and instruction, as authorized by law; and the procurement and issue of uniforms to institutions necessary for the training of the Air Reserve Officers' Training Corps, as authorized by law; $14,900,000. For pay, allowances, clothing, subsistence, transportation (including mileage, actual and necessary expenses, or per diem in lieu thereof), medical and hospital treatment and related expenses, for members of the Air National Guard while undergoing Reserve training or while performing drills or equivalent duty, as authorized by law; travel expenses (other than mileage), on the same basis as authorized by law for Air National Guard personnel on active Federal duty, of Air National Guard commanders while inspecting units in compliance with National Guard regulations when specifically authorized by the Chief, National (xuard Bureau; establishment, mainte-
