TITLE IV SEC. 401. The Secretaries of the Army, Navy, and Air Force are respectively authorized to proceed with the further development of military, naval, and Air Force installations and facilities as authorized by titles I, II, and III of this Act without regard to the provisions of sections 1136, 3648, and 3734, as respectively amended, of the 31 Revised Statutes, and prior to approval of title to underlying land, u s10 USC 1339; S e e 529; 40 U as provided by section 355, as amended, of the Revised Statutes. The 259. u s e 733. 33 authority to provide family housing by the construction or installation of public works shall include authority to acquire lands and rights and interests thereto or therein, including the temporary use thereof, by donation, purchase, exchange of Government-owned lands, or otherwise. SEC. 402. There is hereby authorized to be appropriated not to exceed ^jpropri ation. $175,000,000 to carry out the purposes of titles I, II, and III, and not to exceed $15,000,000 to carry out the purposes of section 408 of this Act. SEC. 403. Any of the approximate costs enumerated in titles I, II, and III of this Act may, in the discretion of the Secretary concerned, be varied upward by 10 per centufh, but the total of all costs shall not exceed the total amount authorized to be appropriated by this Act. SEC. 404. Not to exceed two hundred and fifty of the units of family Net floor areas. quarters constructed under the authority of titles I, II, and III of this Act shall have a net floor area of not to exceed two thousand and one hundred square feet. None of the other family quarters authorized to be constructed by this Act shall have a net floor area in excess of one thousand two hundred and fifty square feet, and the average net floor area of all of such other family quarters shall not exceed one thousand and eighty square feet. Appropriation made to carry out the purpose of this Act funds,m ei tn i. strative c shall be available for expenses incident to construction or rehabilitation work authorized by this Act, including administration, overhead, planning, and supervision. SEC. 406. Whenever— (a) the President determines that compliance with the reStat. 700. quirements of Public Law 245, Eighty-second Congress, in the 65 USC 254, 153. 41 case of contracts made pursuant to this Act with respect to the establishment or development of military installations and facilities in foreign countries would interfere with the carrying out of the provisions of this Act; and (b) the Secretary of Defense and the Comptroller General have agreed upon alternative methods for conducting an adequate audit of such contracts, the President is authorized to exempt such contracts from the requirements of Public Law 245, Eightysecond Congress. U s e of SEC. 407. The Secretary of Defense is authorized, subject to the currencies. foreign approval of the Director of the Bureau of the Budget, to construct, or acquire by lease or otherwise, family housing, in addition to family housing otherwise authorized to be constructed or acquired by the Department of Defense in foreign countries, to the value of $25,000,000 through the use of foreign currencies in accordance with the provisions of the Agricultural Trade Development and Assistance Act Ante, p. 454. of 1954 (Public Law 480, Eighty-third Congress). The Department of Defense shall reimburse the Commodity Credit Reimbursement Corporation in a dollar amount equivalent to the value of the foreign of ece. currencies used during any fiscal year pursuant to the authority contained in this section.
