For an additional amount for "Agricultural conservation program", in addition to the program authorized under this head for 1954, under the Department of Agriculture Appropriation Act, 1954, $15,000,000 to remain available until December 31, 1955, to enable the Secretary of Agriculture to make payments to farmers who carry out emergency wind erosion control measures under the 1954 agricultural conservation program after March 30, 1954, in counties designated by the governors of the respective States with the approval of the Secretary of Agriculture as subject to damages by excessive wind erosion during 1954: Provided, That the payments for such emergency wind erosion control measures shall not exceed the cost per acre of the practices or a total of $1.25 per acre, whichever is smaller: Provided further, That this appropriation may be expended without regard to the adjustments required under section 8(e) of the Soil Conservation and Domestic Allotment Act, as amended (16 U.S.C. 590h (e)), and may be distributed among States and individual farmers without regard to any other provision of law: Provided further, That this appropriation may be used to reimburse the emergency fund of the President authorized by Public Law 875, 81st Congress (42 U.S.C. 1855) for such funds as have been allocated to the Secretary of Agriculture for payments for the specific purposes authorized herein. The limitation under this head in the Act of July 31, 1953 (Public Law 175), ou the amount available for emergency feed and seed assistance, is increased from "$40,000,000" to "$50,000,000"; and such increased amount may be used for furnishing such assistance by means of advances to States or agencies thereof, or otherwise, and for reimbursement of advances made to the Secretary of Agriculture from funds appropriated for disaster relief under the Act of September 30, 1950 (42 U.S.C. 1855). FOREST SERVICE SALARIES A N D EXPENSES

For an additional amount for "Salaries and expenses", for fighting forest fires, $4,500,000. COMMODITY CREDIT CORPORATION

The limitation under this head in the Department of Agriculture 15 USC*713a-10. Appropriation Act, 1954, on the amount available for administrative expenses of the Corporation, is increased from "$17,100,000" to "$20,000,000". FARM CREDIT ADMINISTRATION For an additional amount for "Farm Credit Administration", $120,000, to be derived from receipts from farm credit agencies.
