For necessary expenses of the Office of the Solicitor, $2,469,000, to be derived by transfer from other appropriations made in this Act in the sums and in the manner set forth m Senate Report Numbered 1506, Eighty-third Congress, and in addition, not to exceed $100,000 shall be transferred from other accounts available to the Department of the Interior and made a part of this appropriation. For expenses made necessary by the Act establishing a Commission of Fine Arts (40 U.S.C. 104), including payment of actual traveling expenses of the members and secretary of the Commission in attending meetings and committee meetings of the Commission either within or outside the District of Columbia, to be disbursed on vouchers approved by the Commission, $21,200. For construction and acquisition of transmission lines, substations, and appurtenant facilities, as authorized by law, to remain available until expended, $24,314,000: Provided, That, during the current fiscal year, not more than $6,250,000 of the funds available under this appropriation heading shall be used for personal services and not more than $750,000 shall be used for travel expenses. OPERATION AND M A I N T E N A N C E

For necessary expenses of operation and maintenance of the Bonneville transmission system and of marketing electric power and energy, $6,200,000. ADMINISTRATIVE PROVISIONS

Restriction.

Appropriations of the Bonneville Power Administration shall be available to carry out all the duties imposed upon the Administrator pursuant to law. Appropriations made herein to the Bonneville Power Administration shall be available in one fund, except that the appropriation herein made for operation and maintenance shall be available only for the service of the current fiscal year. Other than as may be necessary to meet local emergencies, not to exceed 12 per centum of the appropriation for construction herein made for the Bonneville Power Administration shall be-available for construction work by force account or on a hired-labor basis. BUREAU OF LAND MANAGEMENT MANAGEMENT OF LANDS AND RESOURCES

For expenses necessary for protection, use, improvement, development, disposal, cadastral surveying, classification, and performance of other functions, as authorized by law, in the management of lands and their resources under the jurisdiction of the Bureau of Land Management, $11,913,000: Provided, That this appropriation may be expended on a reimbursable basis for surveys of lands other than those under the jurisdiction of the Bureau of Land Management: Provided further, That, for the purpose of surveying federally controlled or
