Justice Appropriation Act, 1954, shall not apply to any such official after June 30, 1954. SEC. 203. None of the funds appropriated by this title may be used to pay the compensation of any person hereafter employed as an attorney (except foreign counsel employed in special cases) unless such person shall be duly licensed and authorized to practice as an attorney under the laws of a State, Territory, or the District of Columbia. SEC. 204. Sixty per centum of the expenditures for the offices of the of the United States attorney and the United States marshal for the District of Columbia from all appropriations in this title shall be reimbursed to the United States from any funds in the Treasury of the United States to the credit of the District of Columbia. SEC. 205. Appropriations and authorizations made in this title which are available for expenses of attendance at meetings shall be expended for such purposes in accordance with regulations prescribed by the Attorney General. SEC. 206. Appropriations and authorizations made in this title for salaries and expenses shall be available for services as authorized by section 15 of the Act of August 2, 1946 (5 U.S.C. 55a). SEC. 207. None of the funds appropriated by this title may be used in the preparation or prosecution of the suit in the United States District Court for the Southern District of California, Southern Division, by the United States of America against Fallbrook Public Utility District, a public service corporation of the State of California, and others: Provided, That this section shall have no force and effect after the effective date of H. R. 5731, Eighty-third Congress, as finally enacted into law. This title may be cited as the "Department of Justice Appropriation Act, 1955". TITLE III — DEPARTMENT OF COMMERCE OFFICE OF THE SECRETARY

Salaries and expenses: For necessary expenses of the Office of the Secretary of Commerce (hereafter in this title referred to as the Secretary) including teletype news service (not exceeding $1,000); $2,050,000; and in addition, in order to provide for additional organization and management surveys of the Department of Commerce, the Secretary may transfer not to exceed $100,000 to this appropriation from any other appropriations available to the Department of Commence for salaries and expenses for the current fiscal year. Salaries and expenses: For expenses necessary for collecting, compiling, and publishing current census statistics provided for by law; and for general administration, including enumerators at rates to be fixed without regard to the Classification Act of 1949, as amended; $6,200,000. Census of agriculture: For expenses necessary for taking, compiling, and publishing the 1954 Census of Agriculture, as authorized by law, including personal services by contract or otherwise at rates to be fixed by the Secretary of Commerce without regard to the Classification Act of 1949, as amended; and additional compensation of Federal employees temporarily detailed for field work under this appropriation; $16,000,000, to become immediately available and to remain available until December 31, 1956 (13 U.S.C. 216, as amended by 66 Stat. 736).
