AN ACT To extend the period of election under the Uniformed Services Contingency Option Act of 1953 for certain members of the uniformed services.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 3(a) of the Uniformed Services Contingency Option Act of 1953 is amended by deleting in the third sentence the words "one hundred and eighty days" and substituting therefor the words "one year". SEC. 2. So much of section 3(e) of the Communications Act of 1934, as amended, as follows the semicolon is amended to read as follows: "but shall not, with respect to the provisions of title II of this Act, include wire or radio communication between points in the same State, Territory, or possession of the United States, or the District of Columbia, through any place outside thereof, if such communication is regulated by a State commission". SEC. 3. Section 3(u) of the Communications Act of 1934, as amended, is amended to read as follows: " (u) 'Connecting carrier' means a carrier described in clauses (2), (3), or (4) of section 2(b). " SEC. 4. Section 221(b) of the Communications Act of 1934, as amended, is amended to read as follows: "(b) Subject to the provisions of section 301, nothing in this Act shall be construed to apply, or to give the Commission jurisdiction, with respect to charges, classifications, practices, services, facilities, or regulations for or in connection with wire, mobile, or point-to-point radio telephone exchange service, or any combination thereof, even though a portion of such exchange service constitutes interstate or foreign communication, in any case where such matters are subject to regulation by a State commission or by local governmental authority."
