Islands may be expended for the purchase, charter, maintenance, and operation of aircraft and surface vessels for official purposes and for commercial transportation purposes found by the Secretary to be necesgary in carrying out the provisions of article 6 (2) of the Trusteeship Agreement approved by Public Law 204, Eightieth Congress. For an additional amount for expenses necessary for carrying out the provisions of the Act of August 24, 1949, as amended (48 U.S.C. 486-486]), to remain available until June 30, 1959, $3,000,000, of which not to exceed $525,000 shall be available for administrative expenses: Provided, That funds previously appropriated under this head shall remain available until June 30, 1959. CONSTRUCTION OF ROADS, ALASKA

For construction of roads, tramways, buildings, ferries, bridges, and trails, including surveys and plans for new road construction; acquisition of lands or interests in lands by purchase, donation, condemnation, or otherwise; and purchase of four passenger motor vehicles for replacement only, $6,300,000, to remain available until expended. OPERATION AND MAINTENANCE OF ROADS, ALASKA

For operation and maintenance of roads, tramways, buildings, ferries, bridges, and trails, $3,500,000. ADMINISTRATIVE PROVISIONS

The total of the amounts herein appropriated for construction, operation and maintenance of roads in Alaska shall be available in one fund, except that the appropriation herein made for operation and maintenance shall be available only for the service of the current fiscal year. Not to exceed 17i'^ per centum of the amount herein appropriated for construction of roads in Alaska shall be available for construction work by force account, or on a hired-labor basis. CONSTRUCTION, ALASKA RAILROAD

For the authorized work of the Alaska Railroad, including improvements and new construction, to remain available until expended, $4,100,000: Provided, That funds appropriated under this head may be transferred to the Alaska Railroad Revolving Fund for purposes of accounting and administration. ALASKA RAILROAD REVOLVING FUND

The Alaska Railroad Revolving Fund shall continue available until expended for the work authorized by law, including operation and maintenance of oceangoing or coastwise vessels by ownership, charter, or arrangement with other branches of the Government service, for the purpose of providing additional facilities for transportation of freight, passengers, or mail, when deemed necessary for the benefit and development of industries or travel in the area served; and payment of compensation and expenses as authorized by section 42 of 39 Stat. 750. fchc Act of September 7, 1916 (5 U.S.C. 793), to be reimbursed as therein provided: Provided, That no one other than the general manager of said railroad, and one assistant general manager at not to
