deem necessary, but not to exceed $2,250,000 for eradication of vesicular exanthema of swine, to be available only in an emergency which threatens the livestock or poultry industry of the country, and any unexpended balances of funds transferred under this head in the next preceding fiscal year shall be merged with such transferred amounts: Provided, That, except for payments made pursuant to said Act of baSf'^^**"*'** February 28, 1947, the payment for animals may be made on appraisement based on the meat, egg-production, dairy, or breeding value, but in case of appraisement based on breeding value no appraisement of any animal shall exceed three times its meat, egg-production, or dairy value and, except in case of an extraordinary emergency to be determined by the Secretary, the payment by the United States shall not exceed one-half of any such appraisements: Provided further, That this appropriation shall be subject to applicable provisions contained in the item "Salaries and expenses. For payments for cooperative agricultural extension work under the Smith-Lever Act, as amended by the Act of June 26, 1953 (Public Law 83), $44,155,000; and payments and contracts for such work under section 204(b)-205 of the Agricultural Marketing Act of 1946 (7 U.S.C. 1623-1624), $1,320,000; in all, $45,475,000: Promc?e<?, That funds hereby appropriated pursuant to section 3(c) of the Act of June 26, 1953 (Public Law 83) shall not be paid to any State, Hawaii, Alaska, or Puerto Rico prior to availability of an equal sum from nonFederal sources for expenditure during the current fiscal year.
