August 28, 1937 (50 Stat. 876), of the special fund designated the "Oregon and California Land Grant F u n d " and section 4 of the Act approved May 24, 1939 (53 Stat. 754), of the special fund designated the "Coos Bay Wagon Road Grant F u n d ": Provided further, That the amount appropriated for maintenance of access roads and $900,000 of the amount a^ppropriated for reforestation on the Oregon and California Railroad grant lands, under the appropriation "Management of lands and resources", shall be reimbursed to the general fund of the Treasury in accordance with the provisions of the second paragraph of subsection (b) of title II of said Act of August 28, 1987. RANGE IMPROVEMENTS
For construction, purchase, and maintenance of range improvements pursuant to the provisions of sections 3 and 10 of the Act of June 28, 1934, as amended (43 U.S.C. 315), sums equal to the aggregate of all moneys received, during the current fiscal year, as range improvement fees under section 3 of said Act and of 25 per centum of all moneys received, during the current fiscal year, under section 15 of said Act, to remain available until expended.

BUREAU OF INDIAN AFFAIRS EDUCATION A N D WELFARE SERVICES
For expenses necessary to provide education and welfare services for Indians, either directly or in cooperation with States and other organizations, including payment (in advance or from date of admission), of care, tuition, assistance, and other expenses of Indians in boarding homes, institutions, or schools; grants and other assistance to needy Indians; maintenance of law and order, and payment of rewards for information or evidence concerning violations of law on Indian reservations or lands; and operation of Indian arts and crafts shops and museums; $59,460,000. For expenses necessary for management, development, improvement, and protection of resources and appurtenant facilities under the jurisdiction of the Bureau of Indian Affairs, including payment of irrigation assessments and charges; acquisition of water rights; advances for Indian industrial and business enterprises; operation of Indian arts and crafts shops and museums; and development of Indian arts and crafts as authorized by law; $17,200,000, and in addition, $524,000 of the Revolving F u n d for Loans, Bureau of Indian Affairs, shall be used in connection with administering loans to Indians: Provided, That, notwithstanding the provisions of section 4(a) of the Civil Service Retirement Act of July 31, 1956 (70 Stat. 747), not to exceed $80,000 of this appropriation shall be available for payment of the Federal matching contribution to the retirement fund tor Federal employees paid from tribal funds.

CONSTRUCTION
For construction, major repair, and improvement of irrigation and power systems, buildings, utilities, and other facilities; acquisition of lands and interests in lands; preparation of lands for farming; and architectural and engineering services by contract; to remain available until expended, $17,000,000: Provided, That no part of the sum herein appropriated shall be used for the acquisition of land within the States of Arizona, California, Colorado, New Mexico, South
