(b) The Council shall be appointed by the Secretary before January 1959, without regard to the civil-service laws, and shall consist of twelve persons representative of public, voluntary, civic, religious, and professional welfare organizations and groups, or other persons with special knowledge, experiencej or qualifications with respect to child-welfare services, and the public. (c)(1) The Secretary shall make available to the Council such secretarial, clerical, and other assistance and such other pertinent data prepared by the Department of Health, Education, and Welfare as it may require to carry out such functions. (2) Members of the Council, while serving on business of the Council (inclusive of travel time), shall receive compensation at rates fixed by the Secretary, but not exceeding $50 per day; and shall be entitled to receive actual and necessary traveling expenses and per diem in lieu of subsistence while so serving away from their places of residence. (d) The Council shall make a report of its findings and recommendations (including recommendations for changes in the provisions of part 3 of title V of the Social Security Act) to the Secretary and to the Congress on or before January 1, 1960, after which date such Council shall cease to exist. Public Law 85-841 AN ACT Authorizing Gus A Guerra, his heirs, legal representatives and assigns, to construct,, maintain, and operate a toll bridge across the Rio Grande, at or near Rio Grande City, Texas.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Act entitled "An Act authorizing Gus A Guerra, his heirs, legal representatives, and assigns, to construct, maintain, and operate a toll bridge across the Rio Grande, at or near Rio Grande City, Texas," approved June 28, 1955 (69 Stat. 186), is revived and reenacted, except that this Act shall be null and void unless the actual construction of the bridge authorized in such Act of June 28, 1955, is commenced within one year and completed within two years from the date of enactment of this Act. SEC. 2. The right to alter, amend, or repeal this Act is expressly reserved. Approved August 28, 1958. Public Law 85-842 AN ACT To extend the time for the collection of tolls to amortize the cost, including reasonable interest and financing cost, of the construction of a bridge across the Missouri River at or near Miami, Missouri.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the first sentence of section 2 of the Act of January 16, 1936 (49 Stat. 1093), as amended, is hereby amended by striking out "twenty years" and inserting in lieu thereof "thirty-five years". Approved August 28, 1958.
