For payments to local educational agencies for the maintenance and operation of schools as authorized by the Act of September 30, 1950, as amended (20 U.S.C. ch. 13), $130,000,000: Provided, That this appropriation shall also be available for carrying out the provisions of section 6 of such Act. For an additional amount for "Salaries and expenses", $186,500. SAINT ELIZABETHS HOSPITAL SALARIES A N D E X P E N S E S

For an additional amount for "Salaries and expenses", $32,000. SOCIAL SECURITY ADMINISTRATION LIMITATION ON SALARIES AND EXPENSES, BUREAU OF OLD-AGE AND SURVIVORS INSURANCE

The amount authorized by the Departments of Labor, and Health, Ante, p. 471. Education, and "Welfare Appropriation Act, 1959, to be expended from the Federal old-age and survivors insurance trust fund for necessary expenses, is increased by $5,831,000: Provided, That persons who have been admitted to practice before a Federal or State court of record who have had a minimum of three years' experience in the adjudication or consideration of claims for retirement, survivors, or disability benefits may be temporarily appointed by the Commissioner of Social Security to hold hearings under title II of the Social 420^4^1^'*°**'°' Security Act, as amended, but such temporary appointments shall terminate not later than December 31, 1959: Provided further, That no person shall hold a hearing in any case with which he has been concerned previously in the administration of such title II.
