PRIVATE LAW 86-179-SEPT. 16, 1959

Private Law 86-177 AN ACT To authorize the appointment of Elwood R. Quesada to the retired list of the Regular Air Force, and for other purposes.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That, notwithstanding any other law, the President alone is authorized to appoint Elwood R. Quesada, formerly a retired lieutenant general, United States Air Force, to the grade of lieutenant general on the retired list of the Regular Air Force, with the pay, allowances, emoluments, perquisites, rights, privileges, and benefits of an officer of his grade and length of service who was on that retired list on May 31, 1958. No pay, allowances, or other benefits shall become due as a result of the enactment of this Act for any period before the effective date of his appointment under this Act. SEC. 2. The effective date of the appointment authorized by this Act is the day after Elwood R. Quesada ceases to hold office as Administrator of the Federal Aviation Agency, or the day before the death of Elwood R. Quesada, whichever is earlier. Approved September 16, 1959.

Private Law 86-178 AN ACT For the relief of Mukhtar Mohammed.

Be it enacted by the Senate and House of Representatives of the M uk United States of America in Congress assembled, That, for the hammed. h purposes of the Immigration and Nationality Act, Mukhtar Moham- 66 Stat. 163. med shall be held and considered to have b ^ n lawfully admitted to 8 USC 1101 note. the United States for permanent residence as of the date of the enactment of this Act, upon payment of the required visa fee. Upon Quota deduction. the granting of permanent residence to such alien as provided for in this Act, the Secretary of State shall instruct the proper quotacontrol officer to deduct one number from the appropriate quota for the first year that such quota is available. Approved September 16, 1959.

Private Law 86-179 AN ACT For the relief of Clara H. Hall.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Treasury is authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, to Clara H. Hall, of Honolulu, Hawaii, the sum of $12,500. The payment of such sums shall be in full satisfaction of all her claims against the United States for compensation for permanent personal injuries and pain and suffering sustained by her, and for reimbursement of hospital, medical, and other expenses incurred by her, as a result of a toxic reaction to the medication used in preparation for and in the course of delivery
