(3) Part 3 of title V of such Act is amended by inserting at the end thereof the following new section: "RESEARCH OR DEMONSTRATION PROJECTS

"SEC. 526. (a) There are hereby authorized to be appropriated for each fiscal year such sums as the Congress may determine for grants by the Secretary to public or other nonprofit institutions of higher learning, and to public or other nonprofit agencies and organizations engaged in research or child welfare activities, for special research or demonstration projects in the field of child welfare which are of regional or national significance and for special projects for the demonstration of new methods or facilities which show promise of substantial contribution to the advancement of child welfare. " (b) Payments of grants for special projects under this section may be made in advance or by way of reimbursement, and in such installments, as the Secretary may determine; and shall be made on such conditions as the Secretary finds necessary to carry out the purposes of the grants." (c) The amendments made by this section shall be effective only with respect to fiscal years beginning after June 30, 1960. SEC. 708. Section l (q) of the Eailroad Eetirement Act of 1937 is amended by striking out "1958" and inserting in lieu thereof "1960".

SEC. 709. As used in this Act and the provisions of the Social Security Act amended by this Act the term "Secretary", unless the context otherwise requires, means the Secretary of Health, Education, and Welfare. AID TO THE B L I N D

SEC. 710. (a) Effective for the period beginning with the first day of the calendar quarter which begins after the date of enactment of this Act, and ending with the close of June 30, 1962, clause (8) of section 1002(a) of the Social Security Act is amended to read as follows: "(8) provide that the State agency shall, in determining need, take into consideration any other income and resources of the individual claiming aid to the blind; except that, in making such determination, the State agency shall disregard either (i) the first $50 per month of earned income, or (ii) the first $85 per month of earned income plus one-half of earned income in excess of $85 per month;". (b) Effective Julv 1, 1962, clause (8) of such section 1002(a) is amended to read as follows: " (8) provide that the State agency shall, in determining need, take into consideration any other income and resources of the individual claiming aid to the blind; except that, in making such determination, the State agency shall disregard the first $85 per month of earned income, plus one-half of earned income in excess of $85 per month;".
