tions as chairman, representing the United States, and shall make a report to the President and to the Congress on the proceedings and on the compact. The person so appointed shall be chosen from among persons who are regularly employed full time by a department or agency of the United States and shall receive no additional compensation by reason of appointment under this Act. His travel expenses, including per diem m lieu of subsistence, shall be borne by the department or agency from which he is appointed.. No compact, the negotiation of which is authorized by this Act, shall be binding upon the parties thereto until it has been ratified by the legislatures of each of the respective States, and approved by the Congress of the United States. Public Law 86-490 AN ACT To amend section 3011 of title 38, United States Code, to establish a new effective date for payment of additional compensation for dependents.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 3011 of Veterans. D e penden title 38, United States Code, is amended by substituting a comma for compensation." t s, the period at the end thereof and adding the following: "except as ^^ ^*^*' ^^^^ hereafter provided. Additional compensation on account of dependents based on the establishment of a disability rating in the percentage evaluation specified by law for the purpose shall be payable from the effective date of such rating provided the basic proof of dependents is received in the Veterans' Administration within sixty days from the date of notification of such rating action."
