For expenses, not otherwise provided for, necessary for studies and research to develop measures and plans for evacuation, shelter, and the protection of life and property, as authorized by section 201(d) of 228°. " ^ ^ *^^' ^^^ Federal Civil Defense Act of 1950, as amended, including services as authorized by section 15 of the Act of August 2, 1946 (5 U.S.C. 60 Stat. 810. 55a), $4,000,000, to remain available until expended, of which not to exceed $2,500,000 shall be available to complete the two-year program of fallout shelter prototype construction. No part of any appropriation in this Act shall be available for the construction of warehouses or for the lease of warehouse space in any building which is to be constructed specifically for the use of the Office of Civil and Defense Mobilization.
