Public Law 86-641 AN ACT To amend section 2771 of title 10, United States Code, to authorize certain payments of deceased members' final accounts without the necessity of settlement by General Accounting Office.
Be it enacted by the Sejiate and House of Representatives of the United States of America in Congress assembled, That the last sentence of section 2771(c) of title 10, United States Code, is amended to read as follows: "Payment under clause (6) of subsection (a) shall be made— "(1) upon settlement by the General Accounting OfSce; or "(2) as otherwise authorized by the Comptroller General." Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the following me^1"Matte^sAPsums are appropriated, out of any money in the Treasury not otherwise propriation Act, appropriated, for the Executive Office of the President and sundry general Government agencies for the fiscal year ending June 30, 1961, namely: TITLE I EXECUTIVE OFFICE OF THE PEESIDENT COMPENSATION OF THE PRESIDENT
For compensation of the President, including an expense allowance at the rate of $50,000 per annum as authorized by the Act of January 19, 1949 (3 U.S.C. 102), $150,000.

THE W H I T E HOUSE OFFICE SALARIES A N D E X P E N S E S
For expenses necessary for The White House Office, including not to exceed $215,000 for services as authorized by section 15 of the Act of August 2, 1946 (5 U.S.C. 55a), at such per diem rates for individuals as the President may specify, and other personal services without regard to the provisions of law regulating the employment and compensation of persons in the Government service; newspapers, periodicals, teletype news service, and travel, and official entertainment expenses of the President, to be accounted for solely on his certificate; $2,398,600. For expenses necessary to provide staff assistance for the President in connection with special projects, to be expended in his discretion and without regard to such provisions of law regarding the expenditure of Government funds or the compensation and employment of
