SEC. 3. To promote the purposes set forth in section 2, the Commission is hereby authorized— (1) to communicate informally the sense of this resolution to parliamentary bodies in NATO countries; (2) to seek to arrange an international convention and such other meetings and conferences as it may deem necessary; (3) to employ and fix the compensation of such temporary professional and clerical staff as it deems necessary: Provided, That the number shall not exceed ten: And provided further, That compensation shall not exceed the maximum rates authorized for committees of the Congress; ^4) to submit such reports as it deems appropriate; and (5) to pay its share of such expenses as may be involved as a consequence of holding any meetings or conferences authorized by subparagraph (2) above, but not in excess of $100,000. SEC. 4. Members of the Commission, who shall serve without compensation, shall be reimbursed for, or shall be furnished, travel, subsistence, and other necessary expenses incurred by them in the performance of their duties under this joint resolution, upon vouchers approved by the Chairman of said Commission. SEC. 5. Not to exceed $300,000 is hereby authorized to be appropriated to the Department of State to carry out the purposes of this resolution, payments to be made upon vouchers approved by the Chairman of the Commission subject to the laws, rules, and r e f l a t i o n s applicable to the obligation and expenditure of appropriated funds. The Commission s h ^ l make semiannual reports to Congress accounting for all expenditures. SEC. 6. The Commission shall cease to exist on January 31, 1962. Approved September 7, 1960.

To amend title III of the Public Health Service Act, to authorize project grants for graduate training in public health and for other purposes.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That (a) part A sfrWcV'A"*^^ of title III of the Public Health Service Act, as amended ( ^ U.S.C., mendment. chapter 6A, subchapter II), is amended by inserting at the end there- 4 2^u's c^^2 41of the following new section: 24 2 e. PROJECT GRANTS FOR GRADUATE T R A I N I N G I N P U B L I C H E A L T H

"SEC. 309. (a) I n order to enable the Surgeon General to make project grants to schools of public health, and to those schools of nursing or engineering which provide graduate or specialized training in public health for nurses or engineers, for the purpose of strengthening or expanding graduate public health training in such schools, there are hereby authorized to be appropriated not to exceed $2,000,000 for each fiscal year in the period beginning July 1, 1960, and ending June 30, 1965. " (b) Grants to schools under subsection (a) of this section may be made only for those projects which are recommended by the advisory committee appointed pursuant to section 306(d). Any grant for a project made from an appropriation under this section for any fiscal year may include such amounts for carrying out such project
