For construction, procurement, and modification of aircraft, and equipment, including armor and armament, specialized ground handling equipment, and training devices, spare parts, and accessories therefor; specialized equipment; expansion of public and private plants, Government-owned equipment and installation thereof in such plants, erection of structures, and acquisition of land without regard to section 9774 of title 10, United States Code, for the foregoing purposes, and such land, and interests therein, may be acquired and construction prosecuted thereon prior to the approval of title by the Attorney General as required by section 355, Revised Statutes, as amended; reserve plant and equipment lay away; and other expenses necessary for the foregoing purposes, including rents and transportation of things; $3,199,614,000, to remain available until expended, of which not less than $514,500,000 shall be available only for the procurement of long-range bombers: Provided, That during the current fiscal year there may be merged' with this appropriation not to exceed $225,000,000 of the unobligated balances of appropriations previously granted for "Aircraft, missiles, and related procurement", and "Procurement other than aircraft and missiles".
