For grants, contracts, and jointly financed cooperative arrangements for research or demonstration projects under section 1110 of the Social Security Act, as amended (42 U.S.C. 1310), $700,000. RESEARCH AND TRAINING (SPECIAL FOREIGN CURRENCY PROGRAM)

For purchase of foreign currencies which accrue under Title I of the 68 Stat. 45S. Agricultural Trade Development and Assistance Act of 1954, as amended (7 U.S.C. 1704), for the purposes authorized by section 72 Stat. 275. 104(k^ of that Act, and for carrying out the functions of the Social Security Administration under the International Health Research Act 22 USC 2101 of 1960 (74 Stat. 364), to remain available until expended, $1,607,000, note. which shall be available to purchase currencies which the Treasury Department shall determine to be excess to the normal requirements of the United States. SALARIES AND EXPENSES, OFFICE OF THE COMMISSIONER

For expenses necessary for the Office of the Commissioner of Social Security, $590,000, together with not to exceed $322,000 to be transferred from the Federal old-age and survivors insurance trust fund. Grants to States, next succeeding fiscal year: For making, after May 31 of the current fiscal year, payments to States under titles I, A2 USC 301 et jy^ Y, X, and XIV, respectively, of the Social Security Act, as seq. amended, for the first quarter of the next succeeding fiscal year, such sums as may be necessary, the obligations incurred and the expenditures made thereunder for payments under each of such titles to be charged to the appropriation therefor for that fiscal year: Provided, That the payments made under each of such titles pursuant to this paragraph shall not exceed the amount paid for the first quarter of the current fiscal year. In the administration of titles I, IV, V, X, and XIV, respectively, of the Social Security Act, as amended, payments to a State under any of such titles for any quarter in the period beginning April 1 of the prior year, and ending June 30 of the current year, may be made with respect to a State plan approved under such title prior to or during such period, but no such payment shall be made with respect to any plan tor any quarter prior to the quarter in which such plan was submitted for approval.
