SEC. 3. The Secretary of the Army is authorized to grant to the Georgia-Carolina Council, Incorporated, Boy Scouts of America, such rights-of-way for public access and utility lines across any property of the United States as may be necessary tc^f acilitate the development and use of the property conveyed under authority of this Act for recreation and camping purposes. SEC. 4. The conveyance of the property herein authorized shall be subject to the right to flood due to the fluctuation of the water level of the Clark Hill Reservoir project and to such other conditions, reservations, and restrictions as the Secretary of the Army may determine to be necessary for the management and operation of said Clark Hill Dam and Reservoir project. SEC. 5. The cost of any surveys necessary as an incident of the conveyance authorized herein shall be borne by the Georgia-Carolina Council, Incorporated, Boy Scouts of America. For the relief of Major C. Todd,.Junior, and the estate of Ira T. Todd, Senior.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That (a) the Secre- Maj. c. Todd, tary of the Treasury is authorized and directed to pay, out of any ^^\^^. ^^ ^ ^^^^ money in the Treasury not otherwise appropriated, to (1) Major C. sr., estate. Todd, Junior, the sum of $11,620, and (2) the estate of I r a T. Todd, Senior, the sum of $11,620. The payment of such sums shall be in full satisfaction of all claims of Major C. Todd, Junior, and I r a T. Todd, Senior (deceased), against the United States for the loss of their exclusive right of pound-net fishing off the western shore of Cedar Point, Maryland, as a result of certain regulations issued by the Secretary of W a r in 1943 establishing restricted and prohibited areas for military purposes arising out of the activities of the Patuxent Naval Air Station. (b) The total sum appropriated by this Act is the amount found by the Court of Claims, acting pursuant to Senate Resolution 308, Eightythird Congress, Second Session, to be equitably due the said Major C. Todd, Junior, and I r a T. Todd, Senior, as a result of the action of the Secretary of W a r referred to in subsection (a) of this section. SEC. 2. No part of the amount appropriated in this Act in excess of 25 per centum thereof shall be paid or delivered to or received by any agent or attorney on account of services rendered in connection with this claim, and the same shall be unlawful, any contract to the contrary notwithstanding. Any person violating the provisions of this Act shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding $1,000. Approved October 18, 1962.
