For purchase of foreign currencies which the Treasury Department determines to be excess to the normal re{]^uirements of the United States, for necessary expenses of the Public Health Service, as authorized by law, $2,800,000, to remain available until expended: Provided, That this appropriation shall be available, in addition to other appropriations, to the Public Health Service, for the purchase of the foregoing currencies.
