AMENDMENT TO THE CONSTITUTION, 1964 ADMINI8TEAT0K OF GENEEAL SERVICES UNITED STATES OF AMERICA To all to whom these presents shall come, greeting: K NOW Y E, That the Congress of the United States, at the second Twenty-fourth session, eighty-seventh Congress begun at the City of Washington on ^™^^|}™t^,o* *° *® ^ Wednesday, the tenth day of January, in the year one thousand nine hundred and sixty-two, passed a Joint Resolution in the words and 76stat. i26». figures as follows: to wit— JOINT RESOLUTION Proposing an amendment to the Constitution of the United States relating to the qualifications of electors. Resolved by the Senate and House of Representatives oj the United States of America in Congress assembled, That the following article is hereby proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution only if ratified by the legislatures of three-fourths of the several States within seven years from the date of its submission by the Congress: "ARTICLE —

1. The right of citizens of the United States to vote in any primary or other election for President or Vice' President, for electors for President or Vice President, or for Senator or Representative in Congress, shall not be denied or abridged by the United States or any State by reason of failure to pay any poll tax or other tax. " SEC. 2. The Congress shall have power to enforce this article by appropriate legislation." "SECTION
