of^stiTes^'forw^^er ^ ^ - ^^^- ^^^ Secretary of the Army, acting through the Chief of resources projects, Engineers, shall make a study of the need for, and the feasibility of, ^^"'^ythe Federal Government reimbursing States, political subdivisions thereof, and other public entities, for expenditures incurred by them in connection with authorized projects for improvement of rivers and harbors and other waterways for navigation, flood control, hurricane protection, beach erosion control, and other water resources development purposes, to the extent that such expenditures are incurred after the initiation of the survey studies which form the basis for such Report to authorizcd projects. The Secretary shall report to Congress, not later ongress. ^^^^ Januar^ 31, 1967, the results of such study together with his recommendations in connection therewith. AN ACT
Making appropriations for certain civil functions administered by the Department of Defense, the Panama Canal, certain agencies of the Department of the Interior, the Atomic Energy Commission, the Saint Lawrence Seaway Development Corporation, the Tennessee Valley Authority, the Delaware River Basin Commission, and the Interoceanic Canal Commission, for the fiscal year ending June 30, 1966, and for other purposes.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the following ' sums are appropriated, out of any money in the Treasury not otherwise appropriated, for the fiscal year ending June 30, 1966, for certain civil functions administered by the Department of Defense, the Panama Canal, certain agencies of the Department of the Interior, the Atomic Energy Commission, the Saint Lawrence Seaway Development Corporation, the Tennessee Valley Authority, the Delaware River Basin Commission, and the Interoceanic Canal Commission, and for other purposes, namely:

TITLE I—DEPARTMENT OF DEFENSE—CIVIL DEPARTMENT OF THE ARMY CEMETERIAL, EXPENSES SALARIES AND EXPENSES
For necessary cemeterial expenses as authorized by law, including maintenance, operation, and improvement of national cemeteries, and purchase of headstones and markers for unmarked graves; purchase of five passenger motor vehicles, of which three shall be for replacement only: maintenance of that portion of Congressional Cemetery to which the United States has title. Confederate burial places under the jurisdiction of the Department of the Army, and graves used by
