SEC. 4. No part of the amount appropriated in this Act for the payment of any claim shall be paid or delivered to or received by any agent or attorney on account of services rendered in connection with such claim, and the same shall be unlawful, any contract to the contrary notwithstanding. Any person violating the provisions of this section shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding $1,000. Approved October 27, 1965. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That William L. ^j^f^^^"" ^" Minton, of Tacoma, Washington, Navy service number 533-9801, is iiereby relieved of liability to the United States in the amount of $241, the amount of his liability to the United States for overpayments of per diem during the period August 16, 1960, to April 13, 1961, while he was serving as a member of the United States Navy.
