AND

For expenses necessary for the performance of such functions as the Secretary of Labor deems necessary to assure, in connection with the admission of nonimmigrant aliens under the Immigration and Kationality Act (8 LT.S.C. 1184) for employment in agriculture, that maximum efforts are made to recruit and retain agricultural workers for available job opportunities, that domestic workers are given preference in employment over alien workers, and that the employment of alien workers does not adversely affect the wages and working conditions of workers in this country, $1,723,000. CHAPTER II

DEPARTMENT OF HEALTH, EDUCATION, AND WELFARE OFFICE OF EDUCATION ELEMENTARY AND SECONDARY EDUCATIONAL ACTIVITIES

For grants and payments under title II of the Act of September 30, 1950, as amended by title I of the Elementary and Secondary Education Act of 1965, and under titles II, III, and V of said 1965 Act, $967,000,000, of which $775,000,000 shall be for meeting the special educational needs of educationally deprived children under title II of the Act of September 30, 1950, as amended: Provided, That determinations and payments under such title shall be on the basis of the amount authorized to be appropriated for such title, $100,000,000 shall be for school library resources, textbooks, and other instructional materials under title II of said Elementary and Secondary Education Act of 1965, $75,000,000 shall be for supplementary educational centers and services under title III of said Act, and $17,000,000 shall be for strengthening State departments of education under title V of said Act. For research, surveys, training, dissemination of information, and demonstrations in education as authorized by the Act of July 26, 1954 (20 U.S.C. 331-332), as amended by title IV of the Elementary and Sccoudary Education Act of 1965, $45,000,000, of which not to exceed $20,000,000 shall remain available until expended for construction of regional facilities for research and related purposes under section 4 of such Act: Provided, That funds appropriated in the Department of Health, Education, and Welfare Appropriation Act, 1966, under the heading "Cooperative research", shall be transferred to and merged with this appropriation.
