The Board is further authorized to confer with and avail itself of the cooperation, services, records, and facilities of State, territorial, municipal, or other local agencies. SEC. 6. (a) There are hereby transferred to and vested in the Sec- ^"^^^'^^ ^^' retary all functions, powers, and duties of the Secretary of Commerce and other offices and officers of the Department of Commerce under— (1) the following laws and provisions of law relating generally to highways: (A) Title 23, United State Code, as amended. ^2 Stat. sss.
