Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the periods of K aDr.t nGottfried es er. time Doctor Gottfried R. Kaestner has resided in the United States since his lawful admission for permanent residence on July 17, 1959, shall be held and considered to meet the residence and physical presence requirements of section 816 of the Immigration and Nationality 66 Stat. 242. Act, as amended. 8 USC 1427. Approved October 4, 1966.

Private Law 89-340 AN ACT To permit Edward C. Bower to serve as a director of the Virgin Islands National Bank prior to his obtaining United States citizenship.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That, notwithstanding the provisions of section 5146 of the Revised Statutes of the United States, as amended (12 U.S.C. 72), Edward C, Bower shall not, prior to January 1, 1971, be disabled by reason of his Canadian citizenship from serving as a director of the Virgin Islands National Bank. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled. That, in the administration of section 31 of the Mineral Leasing Act of February 25, 1920, as amended, (30 U.S.C. 188), the Secretary of the Interior is authorized and directed to receive, consider, and act upon any petition of the Mule Creek Oil Company, Incorporated, a Delaware cor poration, filed within one hundred and eighty days after the date of enactment of this Act, for reinstatement of United States oil and gas lease "Wyoming 070268(A), as if such petition had been filed within the time provided in such section and such section had been applicable thereto. Approved October 4, 1966.
