SEC. 2. l l i e Secretary of the Tretisiiry is autHorized and directed to ))ay, out of any money in the Treasury not otherwise appropriated, to the said Robert A. Owen, referred to in the first section of this Act, the sum of any amounts received or withheld from him on account cf the overpayments referred to in the first section of this Act. No part cf the amount appropriated in this Act shall l>e paid or delivered to or received by any ajrent or attorney on account of services rendered in connection with this claim, and the same shall be unlawful, any contract to the contrary notwithstanding. Any person violating the provisions of this Act shall be deemed iruilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding $1,()C0. Approved July 7, 1967.

Private Law 90-28 AN ACT For the relief of Chief Warrant Officer Bernhard Vollmer. I'liited States Navy (retired).

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That, notwithstanding the limitations of the Act of October 9, 1940 (54 Stat. 1061; 31 U.S.C. 7la) or any other statute of limitations, the claim of Chief Warrant Officer Bernhard Vollmer, United States Navy (retired), for retired pay for the period of November 1, 1946, through July 31, 1948, inclusive, alleged to have been erroneously withheld from him due to his employment by the Fire Department of the Government of the District of Columbia, filed within one year of the effective date of this Act, shall be received, considered, settled, and paid in accordance with the provisions of otherwise applicable law. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That, for the purposes of the Immigration and Nationality Act, Doctor J u a n Ramon Diaz Zayas Bazan shall be held and considered to have been lawfully admitted to the United States for permanent residence as of August 16, 1961.
