apply with respect to the leave granted by this Act, and such leav^e likewise shall not affect the use or accumulation, jjursuant to applicable law, of other annual leave earned by the said Frank I. Mellin, Junior. None of the leave granted by this Act shall be settled by means of a cash payment in the event such leave or part thereof remains unused at the tmie the said Frank I. Mellin, Junior, is separated by death or otherwise from the Federal service. Approved October 25, 1967.

Private Law 90-98 AN ACT For the relief of Mercedes l^e Toffoli.

Be it eiuicted by the Sen<ite imd House of Representatives of the United States of America m Congress assembled, That, for the purposes of sections 203(a)(1) and 20-1: of the Immigration and Nationality Act, Mercedes I)e Toffoli shall be held and considered to be the natural-born alien daughter of Mr, and Mrs. John Molinari, citizens of the United States: Provided, That the natural father of the beneficiary shall not, by virtue of such parentage, be accorded any right, privilege, or status under the Immigration and Nationality Act. Private Law 90-99 AN ACT For the relief of Omer Penner.

Be it enacted by the Senate and House of Uepresentatices of the United States of America in Uongress a.ssembted. That the Secretary Omer Penner. of the Treasury is authorized and directed to pay, out of the war claims fund, to Omer Penner, 1924 Cabrillo Street, San Francisco, Cilifornia, the amount certified to him under section 2 of this Act. The payment of such sum shall be in full settlement of all claims of Omer Penner against the United States for detention benefits under .section 5(a) through 5(e) of the War Claims Act of 1948, as amended Stat. by the War Claims Act Amendments of 1954: Provided, That no i^art ^^62^^^^ 1242; of the amount appropriated in this Act shall be paid or delivered to 68 Stat. 1033. or received by any agent or attorney on account of services rendered so use app. m connection with this claim, and the same shall be unlawful, any contract to the contrary notM'ithstanding. Any person violating the provisions of this Act shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding $1,000. SKC. 2. The Foreign Claims Settlement Commission shall promptly determine and certify to the Secretary of the Treasury the amount which Mould have been payable to Omer Penner as detention benefits under section 5(a) through 5(e) of the W a r Claims Act of 1948, as amended by the War Claims Act Amendments of 1954, if Omer Penner had filed a claim therefor within the period prescribed by law.
