SEC. 101. Appropriations in this Act available for salaries and expenses shall be available for supplies, services, and rental of conference space within the District of Columbia, as the Secretary of I ^ b o r shall deem necessary for settlement of labor-management disputes. This title may be cited as the "Department of Labor Appropriation Act, 1968".
TITLE II—DEPARTMENT OF HEALTH, EDUCATION, AND WELFARE FOOD AND DRUG ADMINISTRATION SALARIES AND EXPENSES
For necessary expenses not otherwise provided for, of the Food and Drug Administration, including reporting and illustrating the I'esults of investigations: purchase of chemicals, apparatus, and scientific equipment; payment in advance for special tests and analyses and adverse reaction reporting by contract; payment of fees, travel, and per diem in coiniection with studies of new developments pertinent to food and drug enforcement operations; compensation of informers; not to exceed $45,000 for miscellaneous and emergency expenses of enforcement activities, to be authorized or approved by the Secretary and to be accounted for solely on his certificate; purchase of not to exceed seventeen passenger motor vehicles for police-type use which may exceed by $300 each the general purchase price limitation for the current fiscal year; payment for publication of technical and informational materials in professional and trade journals; and rental of special purpose space in the District of Columbia or elsewhere; $66,000,000. BUILDINGS AND FACILITIES
For construction, alteration, and equipment of facilities, including acquisition of sites, and planning, architectural, and engineering services, $1,150,000, to remain available until expended: Provided, That none of the funds contained in this paragraph shall be used
