For expenses, not otherwise provided for, necessary to carry into effect the Manpower Development and Training Act of 1962, as amended (42 U.S.C. 2671-2620), $400,000,000, to remain available ^^^^^^ ^^^^ ^^' ^^^^' P^^^^^ed, That no part of the appropriation for expenses Under such Act shall be available to pay any trainee in a service industry to which the provisions of section 6(b) of the F a i r '^^^^y Standards Act of 1938, as amended (29 U.S.C. 201-219), are applicable at a rate in excess of the minimum wage prescribed by such section: Provided further, That no part of the appropriation in this Act shall be available to pay any trainee in a service industry to which the provisions of section 6(b) of the Fair Labor Standards Act of 1938, as amended, are applicable at a rate in excess of the following, whichever is highest: (1) the minimum wage prescribed by such section; (2) the minimum wage requirement applicable to the trainee pursuant to the provisions of any other section of the Act or any other Federal, State, or local law; or (3) the minimum entrance rate for inexperienced workers in the same occupation in the establishment.
