The Secretary may accept a conveyance by donation deed of the site for an environmental health facility at Morgantown, West Virginia, notwithstanding a right of reverter in the donor if the property ceases to be used as an environmental health facility. For payments in foreign currencies which the Treasury Department determines to be excess to the normal requirements of the United States, for necessary expenses of the Public Health Service, as authorized by law, $15,000,000, to remain available until expended: Provided,, That this appropriation shall be available, in addition to other appropriations to the Public Health Service, for payments in the foregoing currencies.
