GRANTS AND CONTRACTS FOR TRAINING AND RESEARCH

"SEC. 453. From the sums appropriated pursuant to subsection (b) of section 451, the Commissioner is authorized, for the, training of persons in the planning, establishments, administration, or coordination of programs of cooperative education, or for research into methods of improving, developing, or promoting the use of cooperative education programs in institutions of higher education, to— "(1) make grants to or contracts with institutions of higher education, or combinations of such institutions, and "(2) make grants to other public or private nonprofit agencies or organizations, or contracts with public or private agencies or organizations, when such grants or contracts will make an especially significant contribution to attaining the objectives of this section." gjjc. 151. Title IV of the Higher Education Act of 1965 is amended by inserting after part D the following new part: " P A R T E — GENERAL PROVISIONS EELATING TO STUDENT ASSISTANCE PROGRAMS "SUBPART 1—GENERAL PROVISIONS "DEFINITIONS

"SEC. 461. (a) For purposes of this title, the term 'State' includes the Trust Territory of the Pacific Islands. " (b) For purposes of part C of this title and title II of the National '^o'usc 2*1^-429 I-^^^'^s® Education Act of 1958, the term 'proprietary institution of higher education' means a school (1) which provides not less than a six-month program of training to prepare students for gainful employment in a recognized occupation, (2) which meets the requirements of section 801(a)(1) and 801 (a)(2) of this Act, (3) which does not meet 20 USC 1141. ^jjg requirement of section 801(a)(4) of this Act, (4) which is accredited by a nationally recognized accrediting agency or association approved by the Commissioner for this purpose, and (5) which has been in existence for at least two years. For purposes of this paragraph, the Commissioner shall publish a list of nationally recognized accrediting agencies or associations which he determines to be reliable authority as to the quality of training offered. ((ELIGIBILITY OF RESIDENTS OF TRUST TERRITORY OF PACIFIC ISLANDS "SEC. 462. Permanent residents of the Trust Territory of the Pacific Islands shall be eligible for assistance under title II of the National Defense Education Act of 1958 and under this title to the same extent that citizens of the United States are eligible for such assistance.
