SEC. 102. (a) Except as provided in subsection (b), the amendments made by section 101 shall become effective upon enactment. (b) The amendments made by this Act to the Vocational Education Act of 1968 shall not, during the fiscal year ending June 30, 1969, apply with respect to programs which are continuations of programs (including programs under part H) carried on under any State's plan during the preceding fiscal year. SEC. 103. Effective July 1, 1969, the Vocational Education Act of 1946 (the Act of June 8, 1936, as amended, 20 U.S.C. 15i-15m, 15o15q, 15aa-15jj, 15aaa-15ggg)j section 1 of the Act of March 3, 1931, ^ ^o^^tat. 775; relating to vocational education in Puerto Rico (20 U.S.C. 30), the 72 stat! isls. Act of March 18, 1950, relating to vocational education in the Virgin 46 Stat. i489. Islands (20 U.S.C. 31-33), section 9 of the Act of August 1, 1956, re- ^^ Stat. 27. lating to vocational education in Guam (20 U.S.C. 34), and section 2 ^o Stat. 909. of the Act of September 25, 1962, relating to vocational education in American Samoa (48 U.S.C. 1667) are repealed. 76 Stat. 586. SEC. 104. Funds appropriated by the first section of the SmithHughes Act (that is the Act approved February 23, 1917, 39 Stat. 929, as amended (20 U.S.C. 11-15, 16-28)), shall be considered as funds appropriated pursuant to section 102(a) of this Act. TITLE II—VOCATIONAL EDUCATION L E A D E E S H I P AND PROFESSIONAL DEVELOPMENT AMENDMENT OF H I G H E R E D U C A T I O N ACT O F 1965 SEC. 201. The Higher Education Act of 1965 is amended by inserting the following new part at the end of title V (the Education Professions Development Act): r

"PART F — T R A I N I N G AND DEVELOPMENT PROGR^VMS FOR VOCATIONAL EDUCATION PERSONNEL uSTATEMENT OF PURPOSE

"SEC. 551. I t is the purpose of this part to provide opportunities for experienced vocational educators to spend full-time in advanced study of vocational education for a period not to exceed three years in length; to provide opportunities to up-date the occupational competencies of vocational education teachers through exchanges of personnel between vocational education programs and commercial, industrial, or other public or private employment related to the subject matter of vocational education; and to provide programs of inservice teacher education and short-term institutes for vocational education personnel.
