No part of the funds appropriated by this Act shall be used to pay the salary of any Federal employee who is convicted in any Federal, State, or local court of competent jurisdiction, of inciting, promoting, or carrying on a riot, or any group activity resulting in material damage to property or injury to persons, found to be in violation of Federal, State, or local laws designed to protect persons or property in the community concerned. This Act may be cited as the "Department of the Interior and Related Agencies Appropriation Act, 1969." Approved July 26, 1968.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assemhhd, That the Act entitled "am "oans on "An Act to amend the Consolidated Farmers Home Administration leased lands. Public Law 90-427 AN ACT To amend the Act prohibiting fishing in the territorial waters of the United States and in certain other areas by vessels other than vessels of the United States and by persons in charge of such vessels.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Act entitled i^contFlioul^^^^ "An Act to prohibit fishing in the territorial waters of the United fishery zone. States and in certain other areas by vessels other than vessels of the tie^^^°ohi^"i*-o*' United States and by persons in charge of such vessels," approved '^^' ^'^° May 20, 1964 (78 Stat. 194), is amended by replacing the first sentence 16 USC 1081. of section 1 with the following: "That it is unlawful for any vessel, except a vessel of the United States, or for any master or other person in charge of such a vessel, to engage in the fisheries within the territorial waters of the United States, its territories and possessions and the Commonwealth of Puerto Kico, or within any waters in which the United States has the same rights in respect to fisheries as it has in its territorial waters or in such waters to engage in activities in support of a foreign fishery fleet or to engage m the taking of any Continental Shelf fishery resource which appertains to the United States except as provided in this Act or as expressly provided by an international agreement to which the United States is a party."
