SEC. 4. The fund shall be credited with the proceeds of all transfers, sales, advances, refunds, and recoveries resulting from the operation of the plant and the fund, including the net proceeds of disposal of surplus personal property of the fund and receipts from carriers and others for loss of, or damage to, property of the fund. SEC. 5. As of the close of each fiscal year, any net income of the fund, after making provision for prior year losses, if any, shall be transferred to the Treasury of the United States as miscellaneous receipts. SEC. 6. I n the event the plant is operated by contract, advances from the fund may be made to the contractor for the purposes set forth in section 2, and the proceeds and receipts referred to in section 4 may initially be credited to a special subsidiary fund established by the contractor for that purpose m accordance with procedures prescribed by the Administrator. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the following Departments of sums are appropriated, out of any money in the Treasury not other- and commerce, wise appropriated, for the Departments of State, Justice, and Com- t^e judiciary, and merce, the Judiciary, and related agencies for the fiscal year ending AppropriationAct^, June 30, 1969, and for other purposes, namely: 1969. TITLE I—DEPARTMENT OF STATE ADMINISTRATION OF FOREIGN AFFAIRS SALARIES AND EXPENSES

For necessary expenses of the Department of State, not otherwise provided for, including expenses authorized by the Foreign Service Act of 1946, as amended (22 U.S.C. 801-1158), and allowances as g^^o^stat^.^gg^; authorized by 5 U.S.C. 5921-5925; expenses of bi-national arbitrations so Stat. 5 To. arising under international air transport agreements; expenses necessary to meet the responsibilities and obligations of the United States in Germany (including those arising under the supreme authority
