PLANNING
For necessary expenses for small watershed investigations and planning, in accordance with the Watershed Protection and P""]ood Prevention Act, as amended (16 U.S.C. 1001-1008), to remain available 68 Stat. 666. until expended, $6,209,000, with which shall be merged the unexpended balances of funds heretofore appropriated under this head: Provided, That this appropriation shall be available for field employment pursuant to the second sentence of section 706(a) of the Organic Act of 1944 (7 U.S.C. 2225), and not to exceed $50,000 shall be available for ss Stat. 742. employment under 5 U.S.C. 3109. 8° Stat. 4i6. For necessary expenses to carry out preventive measures, including, but not limited to research, engineering operations, methods of cultivation, the growing of vegetation, and changes in use of land, in accordance with the Watershed Protection and Flood Prevention Act, approved August 4, 1954, as amended (16 U.S.C. 1001-1005, 10071008), and the provisions of the Act of April 27, 1935 (16 U.S.C. 590 a-f), to remain available until expended; $63,873,000, with which 49 Stat. i63. shall be merged the unexpended balances of funds heretofore appropriated or transferred to the Department for watershed protection purposes: Provided, That this appropriation shall be available for field employment pursuant to the second sentence of section 706(a) of the Organic Act of 1944 (7 U.S.C. 2225), and not to exceed $100,000 shall be available for employment under 5 U.S.C. 3109: Provided further, That $5,000,000 of the funds in the direct loan account of the Farmers Home Administration shall be available until expended for loans. For necessary expenses, in accordance with the Flood Control Act, approved June 22, 1936 (33 U.S.C. 701-709, 16 U.S.C. 1006a), as 70^313^109"°' amended and supplemented, and in accordance with the provisions of laws relating to the activities of the Department, to perform works of improvement, including funds for field employment pursuant to the second sentence of section 706(a) of the Organic Act of 1944 (7 U.S.C. 2225), and not to exceed $100,000 for employment under 5 U.S.C. 3109, to remain available until expended; $20,223,000, with which shall be merged the unexpended balances of funds heretofore appropriated or transferred to the Department for flood prevention purposes: Prodded. That $400,000 of funds in the direct loan account of the Farmers Home Administration shall be available until expended for loans. GREAT PLAINS CONSERVATION

For necessary expenses to carry into effect a program of conservation in the Great Plains area, pursuant to section 16(b) of the Soil Conservation and Domestic Allotment Act, as added by the Act of August 7, 1956 (16 U.S.C. 590p), $15,000,000, to remain available until expended.
