of the Treasury is authorized and directed to pay, out ot any money in the Treasury not otherAvise appropriated, to the legal guardian of Bernard A. Hegemann, incompetent, Beatrice, Nebraska, son of the late Bernard Anthony Hegemann, Senior (Veterans' xVdministration claim numbered X C 0209T952), the amount which the Administrator of Veterans' AHairs certifies to him that would have been payable for said S(m of the \eteran as death pension for the period prior to September 11, 1967, if application therefor had been filed within one year from May 19, 1965. No part of the amount appropriated in this Act for the payment of any claim in excess of 10 per centum thereof shall be paid or delivered to'or received by any agent or attorney on account of services rendered in connection with such claim, and the same shall be unlawful, any contract to the contrary notwithstanding. Any person violating the provisions of this Act shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding $1,000. Approved August 18, 1969.

Be it enacted by the Senate and House of Reirresentatives of the United States of America in Congress assembJed^^ That Robert W. Ma^°ueritr and Barrie of San Diego, California, is relieved of liability to the United Barfi^^" ^ States in the amount of $973.01, and Marguerite J. Barrie of San Diego, California, is relieved of liability to the United States in the amount of $748.80, such sums representing expenses incurred in the shipment of household goods from San Diego, California, to Hartford, Connecticut, and from Hartford, Connecticut, to San Diego, California, incident to their retirement from active service in the United States Navy. In the audit and settlement of the accounts of any certifying or disbursing officer of the United States, credit shall be given for amounts for which liability is relieved by this section. SEC. 2. (a) The Secretary of the Treasury is authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, to Robert W. Barrie and Marguerite J. Barrie, respectively, an amount equal to the aggregate of the amounts paid by him or her, or withheld from sums otherwise due him or her, with respect to the indebtedness to the United States specified in the lirst section of this Act. (b) No part of the amount appropriated in subsection (a) of this section shall be paid or deli\ered to or received by any agent or attorney on account of services rendered in connection with this claim, and the same shall be unlawful, any contract to the contrary notwithstanding. Any person violating the provisions of this subsection shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding $1,000. Approved August 20, 1969.
