For carrying- out title 1 of the Act of September 30,11)50, as amended (20 r. S. C, ch. m), and the Act of September 28, 1950, as amended ygVl^^^^^' (20 r. S. ( \, ch. 19), $551,068,000 of which $58(>,(m8,000 shall be for si stat! 787; the maintenance and operation of schools as authorized by said title I ^"jo^f'r^ll'e of the Act of September 30, 1950, as amended, and $15,000,000 which 24im;^ shall remain available until expended, shall be for providiujii- school ^2 Stat. 548; facilities as authorized by said Act of September 28, 1950: Proride(/, 20 USC 631-647, That this appropriation shall not be available to pay local educational agencies pursuant to the provisions of any other section of said title I until payment has been nuide of 90 per centum of the amounts to which such agencies are entitled pursuant to section 3(a) of said title and 100 per centum of the amounts payable under section 6 of said title: Provided further. That $8,800,000 of this appropriation shall be available to pay full entitlement under section 8(a) of said title to a local educational agency where the number of children elipble under said section 3(a) represent 25 per centum or more of the total number of children attending school at such local educational a*iency during the preceding year.
