SEC. 2. (a) The Secretary of the Treasury is authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, to the said Edwin E. Fulk an amount equal to the aggregate of the amounts paid by him, or withheld from sums otherwise due him, with respect to the indebtedness to the United States specified in the first section of this Act. (b) No part of the amount appropriated in subsection (a) of this section shall be paid or delivered to or received by any agent or attorney on account of services rendered in connection with this claim, and the same shall be unlawful, any contract to the contrary notwithstanding. Any person violating the provisions of this subsection shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding $1,000. Approved August 17, 1970.

For the relief of Thomas A. Smith.

Be it enacted by the ^^enate and House of Representatives of the United States of America in (Congress assembled. That the Secretary gnu^h""^^ ^' of the Treasury is authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, to Thomas A. Smith, of Newark, New Jersey, the sum of $2,500 in full settlement of all his claims against the United States for the displacement of his business on July 6, 1966, from 45 Clinton Street, Newark, New Jersey, as a result of real estate project minibered N.J. R-58. The said Thomas A. Smith is ineligible for a small business displacement payment under section 114 of the Housing Act of 1949 as a result of the failure of the 82^313^*526*^' local housing authority to inform him, in a timely manner, of revised 42 USC 1465. Federal regulations, effective June 15, 1966, relating to earnings requirements for displaced businesses. SEC. 2. No part of the amount appropriated in the first section of this Act shall be paid or delivered to or received by any agent or attorney on account of services rendered in connection with this claim, and the same shall be unlawful, any contract 10 the contrary notwithstanding. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary snl^°h^'^' *^' of the Treasury is authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, to Robert G. Smith of Annandale, Virginia, the sum of $1,440, in full settlement of all his claims against the United States for compensation for work he performed for the Office of Economic Opportunity from June T, 1965, through July 16, 1965, inclusive.
