To curtail the mailing of certain articles which present a hazard to postal employees or mail processing machines by imposing restrictions on certain advertising and promotional matter in the mails, and for other purposes.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 1716 of title 18, Ignited States Code, is amended (1) b)^ designating the first through seventh paragraphs thereof as subsections (a) through (g), respectively; and (2) by inserting immediately above the penal provisions in such section the following new subsection: " (h) Any advertising, promotional, or sales matter which solicits or induces the mailing of anything declared nonmailable by this section is likewise nonmailable unless such matter contains wrapping or, packaging instructions which are in accord with regulations promulgated by the Postal Service." SEC. 2. Section 3001 of title 39, United States Code, as enacted by the Postal Reorganization Act (P.L. 91-375), is amended by adding at the end thereof the following new subsection: " (g) The district courts, together with the District Court of the Virgin Islands and the District Court of Guam, shall have jurisdiction, upon cause shown, to enjoin violations of section 1716 of title 18." SEC. 3. The amendments made by this Act shall become effective at the beginning of the third calendar month following the date of enactment of this Act or on the date section 3001 of title 39, United States Code, becomes effective pursuant to section 15(a) of Public Law 91-375, whichever is the later.
