Extending the dates for transmission of the Economic Rejwrt and the report of the Joint Economic Committee.

Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That (a) notwithstanding the provisions of section 3 of the Act of February 20, 1946, as amended (15 U.S.C. 1022), the President shall transmit to the Congress not later than February 15, 1972, the Economic Report; and (b) notwithstanding the provisions of clause (3) of section 5(b) of the Act of February 20, 1946 (15 U.S.C. 1024(b)), the Joint Economic Committee shall file its report on the President's Economic Report with the House of Representatives and the Senate not later than March 10, 1972. AN ACT To amend the Public Health Service Act so as to strengthen the National Cancer Institute and the National Institutes of Health in order more effectively to carry out the national effort against cancer.

Be it enacted by the Senate and House of Representatives United States of America in Congress assembled,

1. This Act may be cited as "The National Cancer Act of

1971". F I N D I N G S A N D DECLARATION OF PURPOSE

SEC. 2. (a) The Congress finds and declares—• (1) that the incidence of cancer is increasing and cancer is the disease which is the major health concern of Americans today; (2) that new scientific leads, if comprehensively and energeti-
