For payments in foreign currencies which the Treasury Department shall determine to be excess to the normal requirements of the United States, for necessary expenses for carrying out museum programs, scientific and cultural research, and related educational activities, as authorized by law, $3,500,000, to remain available until expended and to be available only to United States institutions: Provided, That this appropriation shall be available, in addition to other appropriations to the Smithsonian Institution, for payments in the foregoing currencies. EXCHANGE

For necessary expenses of the Science Information Exchange, $1,600,000, to remain available until expended. CONSTRUCTION AND IMPROVEMENTS, N A T I O N A L ZOOLOGICAL P A R K

For necessary expenses of planning, construction, remodeling, and equipping of buildings and facilities at the National Zoological Park, $675,000, to remain available until expended. RESTORATION A N D RENOVATION OF B U I L D I N G S

For necessary expenses of restoration and renovation of buildings owned or occupied by the Smithsonian Institution, as authorized by section 2 of the Act of August 22, 1949 (63 Stat. 623), including not to exceed $10,000 for services as authorized by 5 U.S.C. 3109, $5,014,000, to remain available until expended.

CONSTRUCTION

For construction and equipment of a building for a National Air and Space Museum, including not to exceed $100,000 for services as authorized by 5 U.S.C. 3109, $13,000,000, to remain available until expended: Provided, That in addition, the Administrator of the General Services Administration is authorized to enter into contracts in an amount not to exceed $27,000,000 for the purposes hereof: Provided further. That such sums as are necessary may be transferred to the General Services Administration for execution of the work. SALARIES A N D E X P E N S E S, N A T I O N A L GALLERY OF ART

For the upkeep and operations of the National Gallery of Art, the protection and care of the works of art therein, and administration expenses incident thereto, as authorized by the Act of March 24, 1937 (50 Stat. 51), as amended by the public resolution of April 13, 1939 (Public Resolution 9, Seventy-sixth Congress), including services as authorized by 5 U.S.C. 3109; payment in advance when authorized by the treasurer of the Gallery for membership in library, museum.
