SEC. 19. (a) Section 303(c) of the Social Security Amendments of i()72 ig amended to read as follows: ,,^^^ Section 9 of the Act of April 19, 1950 (64 Stat. 47) is amended to read as follows: " 'SEC. 9. Beginning with the quarter commencing July 1. 1950. the Secretary of the Treasury shall pay quarterly to each State (from sums made available for making payments to the States under section 403(a) of the Social Security Act) an amount, in addition to the amount prescribed to be paid to such State under such section, equal to 80 per centum of the total amount of contributions by the State toward expenditures during the preceding quarter by the State, under the State plan approved under the Social Security Act for aid to dependent children to Xavajo and Hopi Indians residing within the boundaries of the State on reservations or on allotted or trust lands, with respect to AA'hom ijayments are made to the State by the United States under section 403(a) of the Social Security Act, not counting so much of such expenditure to any individual for any month as exceeds the limitations prescribed in such section.'." (b) Notwithstanding the provisions of section 301 of the Social Security Amendments of 1972, the Secretary of Health, Education, and Welfare shall make payments to the 50 States and the District of Columbia after December 31, 1973, in accordance with the provisions of the Social Security Act as in effect prior to January 1, 1974, for (1) activities carried out through the close of December 31, 1973, under gtate plans approved under title I, X, X IV, or X VI, of such Act, and ^2) administrative activities carried out after December 31, 1973, which such Secretary determines are necessary to bring to a close actiA'ities carried out under such State plans.
