For an additional amount for the urban mass transportation propram, as authorized by the Urban Mass Transportation Act of ]9f)4, as amended (49 U.S.C. 1601 et seq.), to remain av'ailable until expended; $35,050,000: Provided, That $32,300,000 shall be available for research, development, and demonstrations, $2,250,000 shall be available for university research and training, and not to exceed )^500,000 shall be available for manajuferial training as authorized under the authority of the said act.

L I Q U I D A T I O N OF CONTRACT AUTHORIZATION

For payment to the urban mass transportation fund, for li(iuidation o f contractual obligations incurred under authority of the Turban Mass Transportation Act of 1964 (49 U.S.C. 1601 et seq., as amended by Public Law 91-453), $380,000,000, to remain available until expended. SAUSTT L A W R E N C E S E A W A Y DEVELOPMENT CORPORATION The Saint Lawrence Seaway Development Corporation is hereby authorized to make such expenditures, within the limits of funds and borrowing authority available to such Corporation, and in accord with law, and to make such contracts and commitments without regard to fiscal year limitations as provided by section 104 of the Government Corporation Control Act, as amended, as may be necessary in carrying out the programs set forth in the budget for the current fiscal year for such Corporation except as hereinafter provided. Not to exceed $820,()(X) shall be available for administrative expenses which shall be computed on an accrual basis, including not to exceed $3,000 for official entertainment expenses to be expended upon the approval or authority of the Secretary of Transportation: Provided, That Corporation funds shall be available for the hire of passenger motor vehicles and aircraft, operation and maintenance of aircraft, uniforms or allowances therefor for operation and maintenance personnel, as authorized by law (5 U.S.C. 5901-5902), and $15,000 for services as authorized by 5 U.S.C. 3109. TITLE II—RELATED AGENCIES NATIONAL TRANSPORTATION S A F E T Y BOARD SALARIES AND EXPENSES

For necessary expenses of the National Transportation Safety Hoard, $7,975,000.
