MANAGEMENT

For agency and regional management expenses, including official reception and representation expenses (not to exceed $2,000); hire of passenger motor vehicles; hire, maintenance, and operation of aircraft; uniforms, or allowances therefor, as authorized by 5 U.S.C. 5901-5902; services as authorized by 5 U.S.C. 3109, but at rates for individuals not to exceed the per diem rate equivalent to the rate for GS-18; purchase of reprints; library memberships in societies or associations which issue publications to members only or at a price to members lower than to subscribers who are not members; $49,675,000. For an amount to provide for the preparation of Environmental Impact Statements as required by section 102(2)(C) of the National Environmental Policy Act on all proposed actions by the Environmental Protection Agency, except where prohibited by law, $5,000,000. RESEARCH A N D DEVELOPMENT

For research and development activities, including hire of passenger motor vehicles; hire, maintenance, and operation of aircraft and the purchase of not to exceed one for replacement only; uniforms, or allowances therefor, as authorized by 5 U.S.C. 5901-5902; services as authorized by 5 U.S.C. 3109, but at rates for individuals not to exceed the per diem rate equivalent to the rate of GS-18; purchase of reprints; library memberships in societies or associations which issue publications to members only or at a price to members lower than to subscribers who are not members; $161,775,000, to remain available until expended, of which $9,000,000 shall be derived from the unexpended balance of amounts appropriated under this head in fiscal year 1973. For an amount to provide for research on and testing of substitute chemicals, $5,000,000. ABATEMENT A N D CONTROL

For abatement and control activities, including hire of passenger motor vehicles; hire, maintenance, and operation of aircraft; uniforms, or allowances therefor, as authorized by 5 U.S.C. 5901-5902; services as authorized by 5 U.S.C. 3109, but at rates for individuals not to exceed the per diem rate equivalent to the rate for GS-18; purchase of reprints; library memberships in societies or associations which issue publications to members only or at a price to members lower than to subscribers who are not members; to remain available until expended, $257,100,000, of which $3,700,000 shall be derived from the unexpended balance of amounts appropriated under this head in fiscal year 1973: Provided, That these funds shall be available to carry out the activities authorized by sections 104(g)(1) and (2) of the Federal Water Pollution Control Act. For an amount for a study by the National Academy of Sciences, $5,000,000, in connection with the Environmental Protection Agency. For an amount to provide for conservation and pollution abatement practices including animal waste storage and diversion facilities and disposal of solid waste, to be transferred to and merged with the authority of the Agricultural Conservation Program ( R E A P) of the
